The Ministry of Agriculture, Livestock and Food (MAGA) has established several coordination bodies aimed at improving the performance of its institutions at the departmental and regional levels. These include the National Agricultural and Livestock Coordination Council (COAPEN), Regional Agricultural and Livestock Coordination Council (COAPER), Departmental Agricultural and Livestock Coordination Council (COAPED), and Municipal Agricultural and Livestock Coordination Council (COAPEM).
According to MAGA, these bodies help coordinate services, identify common problems, plan actions, facilitate information exchange for decision-making, start new projects, share experiences, apply methodological tools, manage knowledge development, and strengthen rural extension services.
"The objectives of the Agricultural and Livestock Coordination Councils are: to institutionalize, integrate and implement the process of coordination and articulation of the execution of functions assigned to MAGA; to design strategies and procedures for delivering services in territories and delegate responsibilities to staff; to establish working commissions for analysis, reflection and addressing specific issues; to strengthen and innovate tools, methodologies and work strategies oriented towards boosting rural development; [and] to avoid duplication of efforts while maximizing available resources from all involved actors," according to a statement from MAGA.
These councils include representatives from both public entities—such as MAGA directorates—and non-public sectors like international cooperation agencies, universities, private companies, peasant organizations, and family farmer organizations.
