Joint strategy launched to strengthen plant health services in Guatemala

Public and private sector representatives met in Guatemala City to continue the implementation of the Performance, Vision, and Strategy (DVE) tool for National Plant Protection Organizations. This process is intended to strengthen the Directorate of Plant Health (DSV) at the Ministry of Agriculture, Livestock and Food (MAGA).

The session marks a new phase in applying the DVE tool, which will receive technical support from the Inter-American Institute for Cooperation on Agriculture (IICA). Previously, anonymous surveys were conducted with plant health personnel and representatives from both public and private sectors. The survey results helped identify current performance levels, main challenges, and key elements needed to build a shared vision for plant health services.

During the session focused on establishing a common vision, participants discussed the strategic role of plant health, necessary capacity improvements, and existing institutional limitations. As a result of these discussions, progress was made in defining action lines aimed at improving both technical management and phytosanitary regulation.

The methodology included presenting findings from performance analysis along with group work sessions. Participants examined four key areas: technical capacity, institutional development, regulatory interaction, and trade facilitation. The aim was to prioritize improvements that will inform future strategic planning for plant health.

The event concluded with a plenary validation session and time for reflection on commitments made. This established a foundation for developing a shared vision map to guide future strategic planning efforts in plant health.

Attendees included representatives from DSV, other public institutions such as customs authorities and environmental or health agencies; as well as producers, exporters, business associations, agro-industry chambers, and authorized laboratories. IICA provided technical support throughout the process.
