In its first post, the Ministry stated: "Esta política reconoce el papel fundamental de quienes dedican su vida a defender los derechos de todas y todos, e impulsan mecanismos de prevención, protección y coordinación interinstitucional." (November 13, 2025).
A subsequent message paid tribute to Florentín Gudiel, a human rights defender assassinated in 2004. The Ministry wrote: "El retomar esta política fue un acto en honor a Florentín Gudiel, defensor de los Derechos Humanos asesinado en 2004, y a todas las personas que han dedicado su vida a la defensa por la justicia y la dignidad de todos. #ElPuebloDignoEsPrimero" (November 13, 2025).
Additionally, the Ministry quoted President Bernardo Arévalo's reaffirmation of state support for human rights advocates: "El presidente @BArevalodeLeon reafirmó la voluntad del Estado para la protección de los defensores: 'La voluntad política de este Gobierno no se agota con la publicación de esta política, se traduce en acción efectiva para proteger a las personas defensoras de Derechos Humanos'." (November 13, 2025).
The policy referenced by the Ministry aims to establish preventive and protective mechanisms for those defending human rights in Guatemala. It also seeks to improve coordination among governmental institutions to ensure more effective protection for activists.
Florentín Gudiel was recognized as one of several individuals who have faced violence due to their advocacy efforts. The commemoration comes amid ongoing concerns about the safety of human rights defenders in Guatemala and reflects broader efforts by the current administration under President Bernardo Arévalo to address these issues through policy actions.
