The Congress of the Republic has approved Decree 10-2025, which brings significant changes to the School Feeding Program (PAE). The new decree was published in the official gazette on November 4 and took effect immediately.
The modifications are designed to strengthen the program and ensure that Parent Organizations (OPF) have full access to their resources for purchasing food. Among the main changes is the removal of value-added tax (IVA) withholding. This means that the Ministry of Education will no longer retain IVA from funds transferred to OPFs, resulting in more money available for buying food.
Another key change eliminates the requirement for farmers to register under new "Primary and Agricultural Productive Sector Regimes" in order to sell products to the PAE. This simplifies participation for local producers and family farmers, making it easier for them to benefit economically from selling their goods through the program.
These adjustments are expected to increase local producer involvement in PAE by reducing administrative barriers and increasing financial returns. Additionally, OPFs may now be able to purchase a wider variety and greater quantity of nutritious foods, directly benefiting children who rely on school meals.
The Ministry of Agriculture, Livestock and Food (MAGA) reaffirmed its commitment "to work on strengthening producers’ capacities, improving their market access, and ensuring a strong connection with the PAE." MAGA encourages producers to stay informed via official channels or contact their local extension office with any questions.
